RICH CENTRAL HIGH SCHOOL PTSO BYLAWS

Bylaws of Rich Township High School Central Campus
Parent-Teacher-Student Organization

ARTICLE I: NAME:

            The name of this association shall be the Rich Township High School, Central Campus, (herein referred to as RCHS), Parent-Teacher-Student Organizations (herein referred to as PTSO.)

ARTICLE II: OBJECTIVES

Section 1 – To bring into a closer relationship the home and the school so that parents, students, community members and teachers may cooperate effectively in the education of the student for the betterment of the community.

Section 2 – To develop between educators, parents and the general public such united effort as will secure for every student the highest advantage in academics, physical, mental and social education.

Section 3 – To provide financial support to students and organizations of RCHS beyond district tax money who are in need of assistance. It shall be the intent of the PTSO to provide the extra measure of motivation and recognition of those students who are involved in efforts consistent with the PTSO objectives and who positively contribute to the school’s curriculum and extra curricular programs.

Section 4 – Sponsor activities supporting RCHS, its students and its community.

Section 5 – To help create and environment that provides motivation for all students to participate and achieve, especially those who are in need of guidance, motivation and encouragement. 

ARTICLE III:  POLICIES

Section 1:         This association may cooperate with other organizations and agencies active in student welfare. It shall not endorse a commercial enterprise or a candidate. The name of the association or the name of any members in their official capacities shall not be used in any connection with a commercial concern or with any partisan interest, or for any other purpose than the regular work of the association.

Section 2:         The email and other membership lists are the sole property of the PTSO and may not be used by any individuals or organizations without express written consent of the PTSO Executive Committee.

Section 3:         No faculty member or administrative personnel or student shall be eligible to hold an elected position on the PTSO Executive Committee.

Section 4:         Voting rights will be afforded all members who gained membership at least on regular meeting prior to any vote.

ARTICLE IV:  MEMBERSHIP & DUES

Section 1:         Any person residing within the RCHS boundaries interested in promoting the objectives of the PTSO may become a member of this association upon payment of dues as long as they meet the registration deadline as described in Article IV, section 2 below

Section 2:         Dues shall be collected annually not before the 1st day of school registration and no later than January 31st of the school year. The annual cost of dues is $10 per person or $10 family maximum. Only one member of a family may exercise that family’s voting privileges.

Section 3:         These dues shall be collected exclusively for the use of the PTSO and shall have no reciprocity of membership between this organization and any other PTSO organization. The collection of dues shall be exclusively handled by the PTSO except during the annual school registration for the benefit of parents.

ARTICLE V: OFFICERS AND THEIR ELECTION

Section 1: The officers of this association shall be a President, a First Vice-President, a Second Vice President, a Recording secretary, a Corresponding Secretary, a Treasure and a Publicity Chairperson.

Section 2: Officers shall be elected annually at the last regular meeting of the school year. The majority vote electing said officers.  Officers shall serve for two (2) years and shall remain in office until their successors are elected and installed.

Section 3: Nominations for officers shall be made by a Nominating Committee of three (3) members in good standing appointed by the Executive Committee. The Nomination Committee shall consist of two (2) members of the Executive Committee and one (1) member from the general membership. The Nominating committee shall report at the election meeting the name of one nominee for each office to be filled. Prior to election, a made from the floor, voting shall not be limited to nominees. The consent of each candidate must be obtained before this name is placed in nomination.

Section 4: A vacancy occurring in any office shall be filled for the unexpired term by a person elected by a majority vote of the remaining members of the Executive Committee. In case a vacancy occurs in the office of President, the First Vice-President shall serve.    

ARTICLE VI:  DUTIES OF OFFICERS

Section 1: The President shall preside at all meetings of the organization and of the Executive Committee, shall be a member ex-officio of all committees and shall perform all other duties pertaining to the office.

Section 2: The First Vice-President shall preside at meetings in the absence of the President.

Section 3: The Second Vice-President shall preside at meetings in the absence of the President and First-Vice-President.

Section 4: The Recording Secretary shall keep an accurate record of all meetings of the organization as well as a separate record of the Executive Committee Meetings. The Corresponding Secretary shall send out notice of meetings and perform other duties which may be delegated.

Section 5: The treasurer shall receive all monies of the organization; shall keep an accurate record of all receipts and expenditures and shall pay out local funds only in such manner as authorized by the Executive Committee.  The Treasurer shall present a statement of account in every meeting of the organization and at other times when requested to the Executive Committee, and shall make a full report at the annual meeting.  The Statement of account shall be examined annually by an auditing committee, when satisfied that the Treasurer’s annual report is correct, shall sign a statement to this fact at the end of the report. The auditing committee shall be appointed by the President at least two (2) weeks before the annual meeting. The Treasurer or an Assistant Treasurer, so appointed, is authorized to sign checks in behalf of the obligations of the PTSO so requiring payment by check.

ARTICLE VII: MEETINGS

Section 1: There shall be no less than two (2) meeting of the general membership during any one school year though monthly meetings are preferred.  Special general membership meetings can be called by the Executive Committee

Section 2: The Executive Committee shall hold a regular meeting at least once every two (2) months during the school year at such time and such place as the President may designate.

Section 3: The privilege of holding office, making motions debating and voting shall be limited to members of the association who have paid their dues and who meet the terms of membership and voting as described in Article 4.

ARTICLE VIII: EXECUTIVE COMMITTEE

Section 1: the Executive Committee shall consist of the elected officers of the PTSO.

Section 2: Chairpersons in charge of standing committees shall be selected by the President and approved by majority vote of the executive Committee.

Section 3: the Executive Committee may at any time create special committees to promote the objectives and interests of the association.  The President shall select the Committee chairperson who must be approved by majority vote of the executive Committee.

Section 4: The duties of the Executive Committee shall be to transact necessary business between organization meetings and such other business as shall be referred to it by the organization: to authorize payment of bills of other than budgeted expenditures y the Treasurer: to approve routine bills; to approve plans of work of standing committees; and to present a report at meetings of the organization. Expenditures must be approved by the Executive board.

ARTICLE IX: RULES OF ORDER

Section 1: Roberts rules of Order revised shall govern this organization in all cases to which they are applicable and in which they are not inconsistent with thee Bylaws.

ARTICLE X: AMENDMENTS

Section 1: These Bylaws may be amended at any regular meeting of the association by a two-thirds vote of the members present and voting, provided notice of the proposed amendment shall have been given at the previous meetings.
